Dreamweaver has the "Forms" tool bar which has a "list/menu icon" and a "jump menu" icon. Using these tools and the following tutorial, you can create a standard drop-down menu in Dreamweaver. But what's even better is that Dreamweaver has a wizard built-in to help you create a navigation menu that works - and you don't need to know JavaScript or any CGI coding!

Pure CSS menus are now possible through a Dreamweaver extension called CSS Menu Writer title=”CSS Menu Writer” from WebAssist. There is no javascript and no hand coding either.
