HTML frames are a lot like editor choice. You either love them or hate them - and if you hate them, it tends to be a rabid, irrational hate.
I've been told they are antiquated and hard, but they are still part of the XHTML specification, and there are some uses for them.

In developing my domains, I would be in big trouble if I minimally did no use things like javascript within the HTML
Iframes enable some things which couldn’t otherwise be done. A lot of affiliate codes contain iframes. While not supported in xhtml strict, there isn’t a good alternative that I know of.
