You are optimizing your pages to rank well in organic searches. The goal is to create Web pages that contain useful information for your readers that is understandable by the robots or spiders that search engines use to crawl your Web site and add pages to their database.

What is the difference between Web Design and Web Development? Everything I read interchanges these words. But, when is it correct to each word?

Personally, I tend to use them in this way:
Web development – the business of planning, designing, building and maintaining Web sites – includes all aspects (graphics, design, content, programming)
Web design – the graphical or design aspects of the job. In other words, in my writing I would refer to a Web designer as someone who decides what the site will look like.
Note that About.com uses the term “Web Design” the way I use “Web Development”. I think that that is the more commonly used term – but some people get twitchy if a programmer builds a simple Web site and then says s/he “designed” it.
