How do you set Web design prices?

Setting pricing for a Web design project can be challenging and nerve-wracking. If you're like most designers (especially beginning designers) you don't want to set a price that's so high the client doesn't accept the bid, but you don't want to price so low that you're giving your work away or appearing unprofessional. You want your rate to be fair. How do you decide how to charge for a project? Do you charge by the hour or by the project? Do you have set prices for a pre-determined number of pages or do you vary your prices by the client? If you were just starting your business today would you make the same decisions, knowing what you know now?
