Stock.Xchng, while not really software, is a tool I use for my Web design work all the time. It's a stock photography and images site, and the best thing about most of the images? They are free. You can find standard stock photo iconic images like the ubiquitous handshake signifying a business deal and abstract photos like these lightbulbs and many other types of photos. It's my favorite stock photo site.

I agree! We use Stock.Xchng all the time, and it is my favorite free stock photo site also.
Yes, sxc is the ultimate source for free stuff.. i am using it to get images as well as for sharing some.
I am building a list of free/cheap design content resources – at http://designbeginshere.com – feel free to use it if you need even more, than on sxc, but look precisely for licensing rules..
Actually, as i see, now some good things arise in free image licensing – the Creative Commons license. You may find CC licensed images on flickr and many other places..
The only drawback here may be the requirement of a contribution to the author which may be hard to do..
