Dreamweaver is a great design tool because it works with you rather than expecting you to work with it. The image placeholders are a great example of this.
I have worked on many designs where I was building the layout and someone else was building the graphics to go with that layout. Before I learned about image placeholders I would have to wait for the graphics to be complete or put in my own versions of them in order to create a design.
Dreamweaver placeholder images allow you to define the size and location of images in your design without worrying about what the images will be.
And with integration with Fireworks, it's very easy to create the image once you're ready.
