The easiest way to resize your frames is to click on the frame border in Dreamweaver and drag the frame to the width you want it to be.
While the frameset is highlighted, you can edit the height or width of your frames by changing the column or row values for each frame. It is typical to create all your frames and leave one with "relative" units. This tells the browser to use any remaining space for that frame.
