While it is certainly possible to use Dreamweaver to edit RSS XML files by hand, you don't need to if you buy the Dreamweaver extension DreamFeeder.

DreamFeeder acts as an RSS editor for your Dreamweaver Web sites. It sits inside Dreamweaver and shows you the feeds you have associated with your various sites.

You can purchase DreamFeeder for an unlimited number of Web sites for only $79, 5 sites is $59, and 1 site is $49. The trial version inserts information into the feed that indicates it hasn't been purchased. But you can download DreamFeeder to try it out.
