Microsoft WebMatrix is a free HTML editor and web development tool. It is installed using the Microsoft Web Platform Installer (WebPI) and helps you create dynamic and interesting websites with open source tools. It is an HTML editor, so you need to know some HTML, but it is designed to help you add more advanced functionality like webblogs, content management systems, and ecommerce.
Note, when I tried to use the WebPI to install it, I couldn't get it to work. I was asked what database I was using and the only one I was given a choice of wasn't installed. This may have had something to do with Windows 8 or it may have been something else. So this profile is based on the information I could determine from their website

Pros
- Easy to install open source applications (like WordPress, Joomla! and others) on your website
- Mobile support with jQuery Mobile
- Support for top web languages like ASP, PHP, Node.js, and more
- Community support adds more extensions for features that might be missing
Cons
- No WYSIWYG editor
- Need to know HTML because there aren't any wizards for help
- No validators
- I couldn't get it installed on Windows 8 (but this was probably my own fault)
