This phrase is well salted throughout the text of the page. The best opportunity (if possible) for adding the keyword phrase is in the URL. Using the Apache mod_rewrite function would be a great solution, and would also solve the session ID problem. You should also work on getting links to the page. You have an advantage in that your page is on a .edu domain - so offering to do reciprocal links with related sites might result in lots of inward links. You should also work on getting the HTML and CSS valid so that search engines can read the page more easily.
