Other SEO Thoughts:

When I searched Google for "dog shelter" the second result is Petfinder.com - which is the parent site that this site is running on. It's going to be very hard to compete with the same site your pages are on. So the first thing I would do is get a domain that incorporates the words "dog shelter" and have this page redirected to that domain. Then add the keywords to the content.
