I have been using FrontPage as my editor for 6 years now. I have several commercial websites that are placed in the top 10 listings on major search sites. To be honest, I don't concern myself with code bloating because all of my pages load quickly and get indexed properly.
I like FrontPage because it is laid out like Windows, since it is a Microsoft product it is very familiar to me. I can go from design (WYSIWYG) view, to code view, easily to add or delete things. Another important aspect of FrontPage is the ability to create a logical hierarchy of pages within a website of many pages.
Publishing your completed site is easy using the Publish command. Your local site and the remote site on your server are side by side and you can easily add or delete and synchronize your website.
FrontPage 2003 has been replaced by Expression Web. However, Expression web requires a greater understanding of web design than the average person may want to learn to create a site for themselves.
