TextPad is a free to try, $32 USD to buy. This is a small price for such a vast amount of usability. If there's not a code in the HTML tool menu that is often used, it can be added. You can create any tool menu for any programming language. Programming compilers are easy to implement and run within the environment. This is a great tool for a beginner or anyone of any level of experience and fits within even the most limited budgets.
