My Review 

PSPad is a Programmers Editor. It's free, and is a great help editing web pages. It might be considered a huge step up from Notepad. The latest version (4.5.4 (2356) has a lot of extra help items including a small HTML Validator. It has built in color selection, HTML is self completing. It has tag highlighting, a great help to be sure everything is closed properly. I've only scratched the surface of all the features it has built in, including an FTP function. I should note here that if you try and edit a REALLY large file, it might come up with an error. Also, if you use the Reformat Code function, be sure and thoroughly check the page. It can put spaces in places that can effect how the page shows.

Recently a script add-on has become available called Zen Coding. Some of it is repeats of features PSPad already has built in, however, there are a lot of really great shortcuts. So, if you know HTML and CSS take a look at PSPad, it will make programming a lot faster and easier.
