irfanView
- Does most things you really need. Has lots of plug-ins. Works out of the box. Freeware

Photoscape
- I have used all sorts of image editors and I always go back to Photoscape. It's brilliant used correctly. You can easily create buttons, banners anything to do with the web. Easy to use and free.

Image Magick
- I used GIMP for years then found Imagemagick. It is command line but very quick and powerful. What took hours now takes only a couple of minutes.

IrfanView
- Although a little basic for some, IrfanView is one of my favourite programs for graphics. It's got so many features and it's free. The only downside is that it can be hard to figure out some features - we get so many questions about it at Software.com, especially on the product pages (like this one: http://www.software.com/irfanview-plugins-9374-1) that it's really hard to keep up with them all. But maybe you get that with any piece of graphics software?
